In Pivdenoukrainsk, deputies were offered to restore the position of deputy mayor for the activities of the council's executive bodies and reinstate the previously dismissed Serhiy Hornostai. The issue was planned to be submitted to the session.

This became known during a meeting of the Standing Committee on Human Rights, Legality and Deputy Activities.

Officials were informed that on January 13, the court ordered the city council members to report on the implementation of the decision to reinstate Hornostai in office within a month. Therefore, the deputies were offered to introduce a position and reinstate Serhiy Hornostai. In particular, to include him in the executive committee of the South Ukrainian City Council.

During the discussion at the commission's meeting, it was mentioned that the city council pays the official 40-45 thousand hryvnias a month by court order as compensation for forced absenteeism. The members of the commission supported bringing this issue to the session of the Pivdenne City Council. In March 2025, the council members considered and did not support the reinstatement of Hornostai. They also dismissed two deputy mayors. A few months later, in September, the deputies again did not approve the reinstatement of Deputy Hornostai, who was supposed to return to his post.

Earlier, the court seized an apartment and three cars from the director of the Grail utility company in Pivdenoukrainsk. He is suspected of misappropriating funds during fictitious procurement for the city community.

According to investigators, the suspect held the position of acting director of the Graale utility from October 2021 to December 2023. He was responsible for all organizational and business processes of the enterprise. Criminal proceedings were opened on September 1, 2024, on the facts of misappropriation of property and forgery of documents.
