Shelter for Mykolaiv hospital to be built by company with criminal connections

The Urban Development Department of the Mykolaiv Regional Military Administration plans to spend another 28 million on the construction of an underground shelter on the territory of the Mykolaiv Regional Clinical Hospital. This is additional funding for Antares-BUD LLC, which has already completed works worth UAH 83.7 million.

This is evidenced by data from the ProZorro public procurement system.

The tender documentation states that there was a need to purchase additional works from the same participant as provided for in the main contract concluded as a result of the tender. The project adjustment task provides for raising the level of the clean floor, arranging ventilation of monolithic concrete shafts, and performing other works that were not in the original project.

According to YouControl, the company is involved in 31 court cases and is a regular contractor of the Department of Urban Development and Capital Construction of the Mykolaiv Regional State Administration. The company is owned by Volodymyr Tsutskarev and his daughter Yulia Filipova.

The company is currently involved in criminal proceedings where it is suspected of embezzling budget funds during the repair of the roof of Luparivska school in 2019.

Moreover, in early 2023, the court recognized that Antares-Bud had been chosen as the contractor for the repair of the sports center in Namyva without any grounds. At that time, the prosecutor's office managed to prevent the possible embezzlement of more than UAH 160 million of budget funds.

It is worth noting that Antares-Bud also has a negative experience of working in the Regional Clinical Hospital: during the repair of the roof in 2020, the work was not completed on time, and during heavy rains in February 2020, the hospital was flooded. Nevertheless, Antares-Bud was awarded the contract to repair the same hospital again that year.
