Shelter for kindergarten in Odesa region being built at inflated prices

Journalists found significant price overstatement in the estimate for the construction of a shelter for the Sonechko kindergarten in Pershotravneve village, Odesa region. The Department of Education, Youth and Sports of the Vyzyr village council signed an agreement with Alan-Ltd LLC worth UAH 75.19 million.

According to the publication, the dual-purpose facility with anti-radiation properties is to be built by September 2027. The area of the facility will be 1,380 square meters, which will accommodate 260 people. According to the contract, the construction work will cost UAH 67.44 million, and the cost per square meter is UAH 48,870, which is twice as much as the cost of housing in the region set by the Ministry of Reconstruction (UAH 21,713/m²).

The journalists analyzed the estimate and found overpricing of key construction materials:

• Reinforcing steel is included at UAH 53,194/t, while the market price is UAH 32,368/t, which is 39% cheaper.
• Polyvinyl acetate dispersion is valued at 299 UAH/kg, while the average market price is 113-175 UAH/kg.
• Sand was ordered at 508 UAH/m³, although its average cost in the region is 244 UAH/m³.
• Concrete B25 (M350) is priced at UAH 4,638/m³, while the market price is UAH 3,180-3,340/m³ (28% lower).
• A diesel generator was ordered at UAH 921,000, which is 15% more expensive than the market price.

The estimate also includes artistic wall painting for UAH 335,973 and 10 laptops for UAH 47,724 per unit.

Intent wrote about this tender earlier. The auction was scheduled for November 4 in the format of open bidding with special features. The expected purchase price was UAH 75 million 326.4 thousand. Alan Ltd. was awarded the contract without competition, as no other bidders applied for the open tender. Over the past few years, the company has received contracts from the Vyzyr village council totaling UAH 220 million.

In addition, the Department of Housing, Construction, Improvement and Infrastructure Development of the Kuyalnytsia Village Council of Podilskyi District, Odesa Region, announced a second tender to select a builder of a school shelter in the village of Malyi Fontan.
