Security system of South Ukrainian NPP to be repaired by a defendant in the case of misappropriation of funds

The company of a deputy from Khmelnytsky region, which was involved in a case of embezzlement of budget funds, became the only bidder in a tender for more than UAH 50 million from the South Ukrainian Nuclear Power Plant. The company has already received billions of hryvnias in contracts, despite criminal proceedings and suspicions of cooperation with fictitious contractors.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In April, the South Ukrainian Nuclear Power Plant announced an open tender for the reconstruction of one of the key elements of the plant's security systems. More than UAH 50 million is planned to be spent on this work.

Only one bidder submitted its proposal, reducing the expected purchase price by UAH 25,275. The winner is currently awaiting a decision on the contract.

The company Atommontazhservis from Netishyn, Khmelnytsky region, is owned by Volodymyr Vozniuk and Serhiy Vozniuk, a member of the Netishyn City Council and head of the local faction of the Batkivshchyna party.

According to the YouControl monitoring system, Atommontazhservis was registered in 2003 with a registered capital of 232 thousand hryvnias. The company earned UAH 3.2 billion in public procurement. The main customer was Energoatom, or rather its branches, including the South Ukrainian NPP.

In addition to many journalistic investigations, the company was involved in criminal cases. Thus, according to a ruling of the Khmelnytskyi City District Court, the National Police conducted a pre-trial investigation in criminal proceedings opened on September 1, 2021, over the misappropriation of budget funds.

On January 14, 2022, searches were conducted at the place of residence of the company's head and in the office of Atommontazhservice LLC.<span>During the performance of work for KhNPP, Atommontazhservice LLC officials could have engaged contractors with signs of fictitiousness - in particular, Broadband LLC, Life Paradise LLC, and Kirbud LLC. These companies were likely involved in non-commodity transactions.</span>

Recently, Mykolaivska CHP signed contracts for the reconstruction of heating networks worth more than UAH 70 million. The contracts were awarded to companies with links to criminal cases.
