Seafarers Can Now Obtain Qualification Documents in Izmail.

Seafarers have been given the opportunity to pick up qualification documents, which are issued on the Diia portal in Izmail, Odesa region.

This was reported on the portal's Facebook page.

To order documents for Izmail, a seafarer must select it from the list of Morrichservice centers when filling out an application on the Diia portal. Izmail has become the third point after Odesa and Kyiv where seafarers are issued qualification documents from the Diia portal.

Not only the applicant, but also another person can pick up the documents at the Izmail Maritime Service. To do this, you need to specify the recipient on the Diia portal.

The electronic services for seafarers on the Diia portal and the harmonization of seafarers' certification standards with international requirements are being implemented by the Ministry of Communities, Territories and Infrastructure of Ukraine and the Shipping Administration in cooperation with the Ministry of Digital Transformation of Ukraine.

It should be noted that starting from January 1, 2025, Ukrainian seafarers will be able to obtain identity cards valid for 10 years. Until 2022, seafarers' identity cards in Ukraine were issued by port administrations or captains in Odesa, Kherson, Izmail and Mariupol.

In March 2023, a seafarer won a court case against the military enlistment office that would not let him go abroad. The ship's cook applied to the Bilhorod-Dnistrovskyi manning center to go on a voyage. After being refused, he sued and won the case.

On March 12, it became known that the State Seafarers' Qualification Commission (SQC) as part of the Shipping Administration had started working in Odesa. Odesa became the second city where seafarers can receive qualification documents and take exams. The Odesa SQCS will review seafarers' applications and make decisions on competence confirmation, as well as conduct testing under the internationally recognized CES 6.0 system. The full restart of the SQCS composition and functionality is one of the requirements of the new seafarers' training and certification procedure, which is regulated by the Government's resolution of 30 December 2022.
