Russian Occupier Faces Indictment for Illegal Actions in Kherson Region

In the summer of 2022, a native of the Tyumen region of the Russian Federation became the head of one of the occupiers' departments.

According to the Kherson Region Prosecutor's Office, in July 2022, the Russian arrived in the temporarily occupied Kherson and headed the "Migration Department of the Kherson Region Ministry of Internal Affairs" created by the occupation administration.

Under his leadership, the illegal "department" was engaged in the forced "passportization" of Ukrainian citizens, which allowed the occupiers to obtain an additional demographic resource for the realization of political goals. In particular, they held an illegal referendum on the accession of Kherson region to Russia and changes in the state borders of Ukraine, mobilization of Ukrainian citizens into the ranks of the Russian armed forces, which provided for the performance of military duty in the interests of the aggressor state.

Under the procedural supervision of the Kherson Regional Prosecutor's Office, an indictment against the man was sent to court on the fact of trespass against the territorial integrity and inviolability of Ukraine.

Earlier, the court found guilty a Russian citizen who in July 2022 took up the position of the so-called "head of the Kalanchak District Military Administration" in the Skadovsk district. In this position, the occupier contributed to the establishment of the Russian language. With the support of the prosecutors of the Skadovsk District Prosecutor's Office, he was sentenced to 15 years in prison with confiscation of property.

Another Russian was also served a notice of suspicion in absentia, who in March 2023 was appointed the so-called "head of the government of the Kherson region," an occupation body created by the invaders. In this position, he organized the work of the pseudo-government, appointed "deputy ministers" and other representatives of the illegal administration. The suspect signed documents, issued resolutions and orders, and supervised their implementation.
