Road repairs in Odesa region cost 15 million more

For the third time, the Infrastructure Restoration and Development Service in Odesa Oblast has announced a tender to find a contractor to overhaul the Starokozache-Belhorod-Dnistrovskyi checkpoint section of the highway.

The announcement was published in the Prozorro e-procurement system.

It is a 10.5-kilometer-long section. The expected purchase price is UAH 196 million 438.8 thousand. The procurement is scheduled for August 18 in the format of an open tender with special conditions, and the works are to be completed by December 31, 2026.

The expected cost of the procurement this time is UAH 11.5 million more than the expected cost of the previous procurement for this lot and UAH 14 million 987 thousand more than the one fixed in the agreement between the Road Service in Odesa region and Paritetbudinvest Limited Liability Company in September 2021 - UAH 181 million 451.4 thousand.

According to the Prozorro system, the company operated from September 2021 to March 2025, after which the agreement with it was terminated due to lack of funding. The company has earned UAH 140 million 154.8 thousand over the entire period.

Before that, there was an attempt to select a contractor in June 2021. Back then, three companies competed for Rostdorstroy and Paritetbudinvest, and the All-Ukrainian Road Consortium emerged as the winner. The consortium was ready to work for UAH 146 million 999 thousand 999, which is one hryvnia cheaper than Paritetbudinvest. However, the results of the deal were canceled because the tender committee meeting to determine the winner was mistakenly not held due to confusion over the timing. It proved impossible to correct the delay.

By the way, the consortium did not participate in the second tender, where Paritetbudinvest won, and Rostdorstroy was the only competitor.
