Road maintenance for 200 million in Odesa region was given to the firm of a former official

The state non-profit company Local Road Service conducted a procurement to select a company that will pay for the operational maintenance of roads in Bilhorod-Dnistrovskyi district of Odesa region.

According to the Center for Public Investigations, the relevant information was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions, however, three limited liability companies participated in it: "Maxdorstroy, Rostdorstroy and Power Prime. The most advantageous was the offer of Maxdorstroy LLC, which agreed to work for UAH 231 million 780.6 thousand. The company will have to maintain the roads until December 31, 2027.

According to the YouControl service, the ultimate beneficiary of Maxdorstroy LLC is currently Oleksandr Riffa. The owner of the company is identical by name, surname and patronymic to the former CEO of the state enterprise Classification Society Register of Shipping of Ukraine (2021-2023), who also served as director of the Odesa-based utility company Miskzelentrest (2011-2015). He is also the director of the state-owned Odesa Automobile Repair Plant, which is in the process of bankruptcy.

Earlier, it was decided to entrust the maintenance of roads in Odesa district for 215.3 million hryvnias to Roadbudpivden LLC, a company registered only 10 months ago in the village of Fontanka. It has five employees and no equipment of its own: the company rents all its equipment from DBK Dorservice LLC, founded by a relative of the sanctioned Araik Amirkhanyan.

The Infrastructure Restoration and Development Service in Odesa Oblast also held a tender to select a company to be paid for the ongoing repair of sections of the Kyiv-Odesa highway. The procurement was conducted in the format of an open tender with special features, and the only participant was Avtomagistral-Pivden Limited Liability Company. The company will have to carry out routine road repairs until December 31, 2027, and expects to receive UAH 874.5 million for this.

Meanwhile, the roads of Rozdilnyansky district of Odesa region will be maintained by Progresdorbud LLC, a company that is associated with the Amirkhanyan family in the media, until the end of 2027. For this contract, the company will receive UAH 297.5 million from the state budget. The auction in the Prozorro system was held in the format of open bidding with special features, and Progresdorbud was the only participant.
