Road builder at Odesa cemetery awarded 8 million tender without auction

The Road Maintenance Department of the Odesa City Council has conducted a procurement to select a company that will be paid for the current repair of sections of five city streets.

The relevant information was published in the electronic procurement system Prozorro.

The bidding was held in the format of an open tender with special conditions, and the only participant was the private enterprise Dorlider. According to the YouControl service, the company was registered in Odesa in 2015. Its owner is Ihor Berezhok from Odesa.

On May 22, 2025, the municipal enterprise "Specialized Enterprise for Communal Services" entered into an agreement with the company to select a company to build the road surface of the Zakhidne Cemetery.

Dorlider PE and Berg Group Limited Liability Company took part in the auction . The offer of the LLC was more favorable - the company agreed to work for 16 million 148.9 thousand hryvnias, but this offer was eventually rejected. The private enterprise asked for more - UAH 18 million 548.7 thousand.

The new tender stipulates that the company will receive UAH 7 million 902.3 thousand if the agreement is concluded, and the work will have to be completed by December 31.

We are talking about the following sites:

• Shevchenko Ave.
• Reshat Ametov Street (sidewalk on the section from Botanichny Lane to Shevchenko Avenue).
• Botanichnyi lane (sidewalk on the section from Lesia Ukrainky Avenue to Reshat Ametov Street (odd side); carriageway along the house at 15 Lesia Ukrainky Avenue)).
• Rachkova Street (sidewalk on the section from Vitaliy Nesterenko Street to Nerubayska Street) (even side).
• Bazarna Street (sidewalk at the intersection with Italiiska Street; on the section near the buildings at the addresses from Italiiska Street, No. 52 to Bazarna Street, No. 66; on the section from Italiiska Street, No. 51 to Bazarna Street, No. 35, where the Odesa Regional Charitable Foundation for Rehabilitation of Children with Disabilities "Future" is located).

The total pavement area to be repaired is 3,969 square meters.

In 2021, the Center for Public Investigations compiled a rating of companies that won tenders announced by the Road Department of the Odesa City Council within 9 months of that year.

Among the ten largest recipients of funds from the department were Odeskolovpostach Repair and Construction Section, Dorstroy PE, and Eurodor Limited Liability Company. The latter won the third tender, which provided for repairs on one Inglesi street only, from Kosmonavtiv Street to Ivan and Yurii Lyp Street.
