On October 27, an event was held in Odesa to present the results of a monitoring initiative on public investments in the reconstruction of housing and hospitals in the Odesa and Kharkiv regions, supported by the European Union.

Intent correspondents were present at the event.

Participants examined projects in Odesa, Yosypivka, Berezivka, Mayaky, Kharkiv, Zmiiv, and Taranivka. Among the facilities were the Jewish Hospital, the Valikhovsky wing of the city’s infectious diseases hospital, maternity hospitals in Odesa, the regional hospital for war veterans, and the project to build a cancer center in Kharkiv.

The team analyzed information in the DREAM system, procurement data on Prozorro, community strategic documents, and responses to information requests. The monitors also visited the sites and spoke with those responsible for the renovations.

According to Olga Stukalo, a member of the monitoring team and editor-in-chief of the NGO “Window of Recovery,” this is important because it reveals how communities envision their development, where they plan to invest funds, where they seek funding, and which projects they intend to renovate or build.

She added that the public can see and track whether there are any violations or cost overruns in procurement and whether these projects are truly needed by the community.

The presentation featured Oleksandra Betliy, a senior research fellow and project coordinator at the Institute for Economic Research and Policy Consulting; representatives of the NGO “Window of Recovery”; and members of the monitoring teams from the NGOs "Anti-Corruption Dimension," "HAKI" (the "Nakipilo" Media Group), and the "Center for Analytical Research" (the online publication "Prestupnosti.NET").

In January 2024, journalists launched the “Window of Recovery” media network, which brings together independent media outlets and think tanks to provide objective coverage of the reconstruction process in the country’s settlements destroyed by the Russian army. Intent became a co-founder of this association.
