Responsible for mobile shelters identified in Kherson after case opened

In Kherson, a utility company received mobile shelters for use. The reinforced concrete structures are designed to protect city residents during shelling.

The relevant order was signed by the head of Kherson MVA Yaroslav Shanko.

The mobile shelters for civilians were officially handed over to the municipal enterprise Parks of Kherson.

These are primary (mobile) civil defense shelters - reinforced concrete structures that are installed in public spaces to protect people during shelling. These shelters are designed to reduce the impact of debris, blast waves and other hazards during hostilities.

The total cost of the shelters being transferred to the company is UAH 5 million 595 thousand. Formally, the property remains in the communal ownership of the community, but the municipal enterprise "Parks of Kherson" received the right of usufruct, which means the right to use these shelters without time limits, but without the right to sell, transfer or use them for other purposes.

After the resolution is adopted, the civil protection department of the city council must transfer the shelters to the balance sheet of the enterprise by issuing acceptance certificates.

The utility company is obliged to report annually on the use of the shelters - by January 31, it must submit a report in the form approved by the Cabinet of Ministers. At the same time, the structures may be used only for the purpose of protecting the public. Any alienation of property or transfer of rights to it to other persons is prohibited.

The decision was made in the context of martial law and taking into account the constant threat of shelling in Kherson, where access to shelters remains critical for the safety of residents.

At the end of January, Kherson checked the availability of shelters for civilians during the hostilities. Most of them turned out to be closed or with limited access. A number of violations were recorded during the monitoring: entry is possible only through an entrance with an intercom, and the internal doors are equipped with an electronic lock that is triggered only after an alarm, while attacks often begin earlier.
