Residents of Vinnytsia outmaneuvered the Odessa lawmaker's company in the race for a 700-million tender

The Mykolaiv Oblast Infrastructure Restoration and Development Service conducted a procurement process to select a company to be paid for the ongoing medium-scale repair of a section of the national highway between Blahovishchenske and Mykolaiv (via Voznesensk).

The correspondingannouncement was published onthe Prozorro e-procurement system.

The procurement was conducted as an open tender with specific conditions, and the bidders were the limited liability company “Autostrada Groupof Companies” andthe limited liability company “Rostdorstroy.” “Autostrada Group” was declared the winner. The company expects to receive 726 million 963.8 thousand hryvnias for the repairs.

According to the YouControl service, the sole owner of “Autostrada” is “MS Capital” LLC, registered in Vinnytsia. The company owns 100% of “Autostrada’s” authorized capital, which totals 1.1 billion hryvnias. “MS Capital” is partof the “MSCapital” financial andindustrial group, whose ultimate beneficiary is Maksym Shkil. The group also includes logistics, retail, and agricultural enterprises.

"Rostdorstroy" LLC is ownedby Yuriy Schumacher, a member of the Odesa City Council, andbusinessman Yevgen Konovalov. The co-founders also include the Austrian company "Yuttema AU GmbH" from Vienna. The company was founded in 2005, and its main area of activity is the construction of roads and highways.
