In Mykolaiv, the “Strilka” club is pushing to bring the operation of small vessel parking facilities into compliance with the law and to abolish fees it considers illegal. However, the relevant city council committee has not yet reached a decision.
The issue was discussed at a meeting of the standing committee on health care and social protection.
Serhiy Miroshnyk, a representative of the “Strilka” Yacht Club, reported that yachtsmen have been trying to regulate the operation of moorings at sports schools since 2021. Despite previous inspections, the issue has still not been resolved.
Artem Vashchilenko, a member of the commission responsible for inspecting sports schools, noted that the State Regulatory Service of Ukraine had demanded that the executive committee’s decision approving the fees be revoked.
He proposed contacting Mykolaiv Mayor Oleksandr Senkevych to bring the operation of the moorings into compliance with the law. The deputy also believes that the activities of sports schools and private boat moorings need to be legally distinguished from one another.
Vashchilenko also drew attention to the condition of the city’s piers. According to him, Mykolaiv has two pier complexes that can be used for the urgent transport of people, cargo, and military personnel between the riverbanks. For these facilities to function properly, in particular, the hoists need to be repaired.
Deputy Oleksandr Medvedev raised the issue of yacht owners’ debts to sports schools. He insists that debts under previous contracts must be paid off first.
Miroshnik stated that yacht owners are willing to pay for mooring but want to have legally binding contracts. He also pointed out the discrepancy in rates: previously, some boat owners paid 15 hryvnias per square meter, while others paid 45 hryvnias. In addition, the club representative raised concerns regarding the use of the funds received and the condition of the docks.
Committee Chair Hanna Nord urged that evidence of possible violations be forwarded to law enforcement. Following the discussion, the deputies decided to request information from the sports department regarding rates, contracts, revenue from mooring fees, and outstanding debts owed by boat owners.
