Repair of Khvoyniy Lane for 11 million in Odesa was given without auction

The Road Maintenance Department of the Odesa City Council has conducted a tender to select a company that will overhaul the pavement of Khvoynyi Lane in Odesa.

The relevant information was published in the Prozorro electronic procurement system.

The tender was held in the format of open bidding with special features, and the only participant in this procurement was Progresdorbud Limited Liability Company. The company will have to repair 3,335 square meters of pavement for UAH 11.3 million by December 31, 2026.

According to the YouControl service, the company was registered in 2016. The owner is currently Yuriy Chetvertakov, who was linked by the Anti-Corruption Dimension publication to businessman Araik Amirkhanyan, who is currently on the wanted list. The journalists say that the reason for such conclusions is that Yuriy Chetvertakov has been the head of Agrosynthesis, a company owned by Hrachik Amirkhanyan, a relative of Araik Amirkhanyan, since 2017. However, in 2025, Yuriy Chetvertakov no longer headed Amirkhanyan's company.

In May, the Road Maintenance Department of the Odesa City Council held a procurement to find a contractor to be paid for the maintenance of roadways and sidewalks of municipal streets and roads. The procurement was also conducted in the format of an open tender with special conditions. And the only participant was Progresdorbud Limited Liability Company.

This was not the first time the company had won a tender with a single participant. In June 2024, the Road Maintenance Department of the Odesa City Council conducted a procurement to find a contractor to be paid for the routine repair of roadways and sidewalks of municipal streets and roads. At that time, the procurement was also conducted in the format of an open tender with special conditions. And the only participant was Progresdorbud, a limited liability company.
