PIC: Shootings on Maidan committed by criminal organization headed by Yanukovych

The Verkhovna Rada's provisional investigative commission into the shooting of demonstrators in Kyiv on February 18-20 believes that the massacre of people on Maidan was carried out by a criminal organization led by Viktor Yanukovych.

On July 7, the commission will send all the materials it has developed to the Prosecutor General's Office, said its chairman, MP Hennadiy Moskal, who posted the PIC report on his official website.

The Investigative Commission decided that the organizers and executors of the shooting of the protesters, who were called "Maidan," can be considered a criminal organization by all indications.

"The Commission concluded that the leader of this criminal organization is former President of Ukraine Viktor Yanukovych" because he "did not take any measures provided for in Articles 106 and 107 of the Constitution of Ukraine to end the civil confrontation that led to numerous casualties among Ukrainian citizens," the report says.

According to the commission, this "criminal organization" included

- the entire Cabinet of Ministers of Ukraine, which on January 22, 2014, voted for the illegal resolutions No. 12, 13, 14, which, according to the commission, led to the clashes on February 18 (to date, these acts have been canceled by the Kyiv District Administrative Court)

- former Minister of Internal Affairs Vitaliy Zakharchenko;

- Commander of the Internal Troops Stanislav Shulyak;

- Deputy Minister of Internal Affairs Viktor Ratushniak;

- Valeriy Mazan, deputy head of the Main Department of the Ministry of Internal Affairs in Kyiv;

- Deputy Head of the Main Department of the Ministry of Internal Affairs in Kyiv Petro Fetchuk;

- Oleh Marynenko, Head of the Public Security Department of the Main Department of the Ministry of Internal Affairs in Kyiv;

- Head of the Berkut Special Forces of the Main Directorate of the Ministry of Internal Affairs in Kyiv Serhiy Kusiuk;

- Head of the Security Service of Ukraine Oleksandr Yakymenko;

- First Deputy Head of the Security Service of Ukraine Volodymyr Totskyi;

- Oleh Prysyazhnyi, Head of the SBU Alpha Special Forces;

- Head of the SBU Anti-Terrorist Center Andriy Merkulov;

- First Deputy Minister of the Cabinet of Ministers Vladyslav Zabarskyi;

- the entire staff of the operational headquarters, which was created by order of the Head of the SSU Yakymenko to conduct the anti-terrorist operation against Maidan;

- the full composition of the judges of the Pechersk District Court of Kyiv, who on December 9, 2013 issued an unjust ruling prohibiting the obstruction of the movement of citizens, in particular, by blocking the streets, i.e., effectively banning the Maidan (№ 757/27190/13-Ц);

- officials of the Kyiv City Council who, in violation of Article 33 of the Constitution of Ukraine, filed a lawsuit with the Pechersk District Court of Kyiv, on the basis of which it issued a ruling on December 09, 2013.

"The actions of these persons fall under Article 255 of the Criminal Code of Ukraine - "Creation of a criminal organization", the report of the TSC emphasizes.
