Pervomaisk Education Department Signs Overpriced ₴680/kg Contract with Olga-Plus LLC

In Pervomaisk, Mykolaiv region, the education department held a tender for the supply of fruit and nut mixtures, which was submitted by only one company. As a result, the agreement was signed with Olga-Plus LLC, which was the only bidder. The prices for the products were significantly overstated.

This was reported by Anti-Corruption Dimension.

The publication found out that the company will supply 1215 kg of fruit and nut mix until May 31, 2025. The cost per kilogram, including VAT, will be more than UAH 680, which is twice as much as the market price, where such mixtures can be purchased for UAH 335-445 per kilogram. This means that the purchase could have been much cheaper, which would have saved significant budget funds.

Olga-Plus LLC is a major supplier in Mykolaiv region and has concluded contracts worth more than UAH 194 million. The company is owned by Olga Tsomina, a resident of Pervomaisk. There are also suspicions that Olga-Plus may be linked to another company, Myasnytskyi Dvir, founded by Olga and Oleh Tsomina, which gives rise to speculation about their business ties.

Recently, Intent wrote that Mykolaiv is planning to overhaul its gymnasium. The tender for the work was held in February 2022, and the repair contract was awarded to a person involved in a criminal case of misappropriation of budget funds.

It also became known that more than UAH 78 million was allocated for the overhaul and thermal modernization of a lyceum in Mykolaiv. The company that had previously won the tender was involved in corruption scandals and alleged ties to the leadership of the Mykolaiv Regional Military Administration.

Meanwhile, €13 million is needed to rebuild Mykolaiv airport, which was destroyed during the full-scale invasion. Due to the damage to the infrastructure, the airport cannot operate as usual.
