Ovidiopol terminates 23-million contract with contractor due to prosecutor's office

The municipal non-profit enterprise Ovidiopol Hospital, located in Odesa region, has terminated the agreement on the overhaul of the therapeutic department.

According to the press service of the Odesa Regional Prosecutor's Office, this happened due to the intervention of the Black Sea District Prosecutor's Office.

In January 2025, Ovidiopol Hospital signed a contract with a contractor for the overhaul of the therapeutic department. However, since January last year, repair work has not begun. When establishing the grounds for representation, prosecutors found out that the contract was concluded without confirmed funding and the necessary budget allocations. Within its powers, the prosecutor's office notified the hospital of the violations and demanded that they be eliminated.

The procurement with an expected value of UAH 23 million 323.6 thousand was held on January 7 in the format of an open tender with special conditions, and the only participant was Davmir Stroy Limited Liability Company. The company is ready to work for UAH 23 million 323.3 thousand. The winning company will have to complete the work by May 31, 2026.

According to the YouControl service, Davmir Stroy LLC was registered in 2019. The owner is Andrii Mezhevyi, who is also the company's director.

Before that, the hospital announced a tender in August 2024. However, in September of the same year, the hospital received a report from the chief engineer and minutes of a working group meeting that considered changes to the design and estimate documentation. And she concluded that there was a need to cancel the tender based on clause 50 of the Specifics, namely: when the procurement became impossible due to force majeure circumstances
