Only two communities in Bolhrad district were properly informed about the budget

Only Bolhrad city community and Horodnenska village community of Bolhrad district, Odesa region, have fully complied with the legal requirements for disclosure of budget information.

This assessment was made by experts of the Center for Public Investigations based on their own research.

The review of the relevant local budget decisions showed that out of 10 communities in Bolhrad district, two communities fully comply with the requirements of the law. Another six communities have posted decisions with annexes, but not in the formats required by law. No information about the resolution could be found on the website of one community, and the website of 1 community has only the text of the resolution, without any annexes.

The website of Bolhrad city council has a section on 'Official Documents of Bolhrad City Council' and a search engine, but the website does not contain decisions as such, but rather links to the list of decisions of the respective council session. Therefore, the search system does not work to its full potential. The list contains titles of resolutions with the option to go to the resolutions themselves. All of them, except for the decision on the budget. The link there is inactive. The decision is located in the section 'Local Budget'. Decisions and annexes to the decision are available and published in formats that comply with the law.

The website of Horodnya village council has a section on 'Sessions, Resolutions', but there is no search engine and resolutions are grouped by sessions. Resolutions along with annexes are found in formats that comply with the law.

In most communities, the documents are formally available, but are presented in formats that complicate processing and do not meet the requirements of open data.

The website of Krynychne village council has sections on 'Official Documents' and 'Session Resolutions', but the resolutions are published in fragments. The budget resolution was not found.
