Only one community in Skadovsk rayon has opened its budget

The Center for Public Investigations conducted an inspection of how the communities of Skadovsk district of Kherson region fulfill the requirements for the publication of local budgets for 2025.

This is stated in the material of the CPI.

Thus, experts analyzed nine communities and found out how well the military administrations provided access to budget documents.

By law, local budgets must be public, open and available in a machine-readable format.

However, the inspection showed a significant difference even between communities in the same district: some have created a convenient structure and a working search, while others have turned the search for documents into a real maze.

Among all the communities in the district, only one - the Skadovsk City Council - ensured full compliance with the law. Not only did they manage to quickly find the document they needed thanks to the search system, but they also managed to see the text and attachments in the formats required by the regulations. It sets a standard that the district in most cases does not yet reach.

<span>Other communities have either published documents but violated the requirements (for example, by submitting everything in one PDF or even in JPEG) or have not published the required resolution at all.</span>

In a number of communities, such as Myrnenska, Bekhterska, Dolmativska, and Lazurnenska, the documents are posted in fragments, without logic, and there are no key decisions. Some only publish "drafts" that do not replace the official document. At the same time, the Kalanchak, Chulakiv, and Holoprystan communities formally published their budgets, but violated the format of presentation.

In general, the review showed that high-quality access to budget information is rather an exception: out of nine communities, only one complied with the law in full, four did so partially, and four did not publish the document at all. For residents, this means only one thing: the "budget quest" continues.
