Odessa MP Urbansky missed half of the votes in the Verkhovna Rada

People's Deputy Anatoliy Urbansky, who previously headed the Odesa Regional Council, has missed 50.1% of the votes in the Verkhovna Rada since the start of the full-scale invasion. He made it onto the list of lawmakers who most frequently failed to participate in votes.

This was revealed by data from the analytical firm “Slovo i Dilo.”

According to the study, Urbansky is the only MP mentioned in the ranking who has direct ties to Odesa. He was born in the city, graduated from Odesa State Maritime University, and previously served as head of the Odesa Regional Council. In the Verkhovna Rada of the 9th convocation, he represents the “For the Future” parliamentary group.

Analysts examined data from the parliament’s website covering the period from February 24, 2022, to October 12, 2026. The ranking included only current members of parliament who missed more than half of the votes.

Anatoliy Urbansky was among the 33 lawmakers who did not participate in more than 50% of the votes. Overall, his absentee rate was 50.1%.

The worst performance was shown by Anzhelika Labunska of the “Batkivshchyna” party, who missed 96% of the votes, Stepan Ivakhiv of the “For the Future” group—91.5%, and Yaroslav Dubnevych from the same group—90.4%.

The study was released against the backdrop of a severe state budget deficit and delays in the consideration of bills necessary for the country’s financing and for meeting the requirements of international partners. At the same time, the mere fact of missing votes is not grounds for revoking a deputy’s mandate or for criminal liability.

However, the law provides for financial sanctions: lawmakers who miss more than 30% of plenary sessions within a single month during a legislative session without valid reasons may lose their allowances for performing their legislative duties.

Last year, the results of a monitoring study conducted by experts from “Assessment of Local Council Members” showed that over the course of six years in the Verkhovna Rada (from August 2019 to August 2025), the members of parliament elected from the Odesa region devoted the least attention to working with constituents and the most to speaking in the session hall.
