Odesa has allocated 1.22 billion hryvnias to support the military in 2026–2027, but the program does not specify how these funds will be distributed among agencies.

This was reported by the Center for Public Investigations after analyzing amendments to the city’s “Safe City” program.

Of the total amount, 717.6 million hryvnias are planned for 2026 and another 500 million for 2027. The document lists more than 80 institutions that may participate in this initiative; however, next to each one is the notation “upon agreement,” without specifying any funding amounts.

Among the institutions on the list are the Odesa Regional Prosecutor’s Office, the Security Service of Ukraine (SBU) Office in Zhytomyr Oblast, Odesa State University of Internal Affairs, and the Regional Service Center of the Ministry of Internal Affairs.

In total, 4.38 billion hryvnias have been allocated for the “Safe City” program for 2020–2028. According to the Center for Public Investigations, 2.8 billion hryvnias, or 64.4% of the funding, is earmarked for the police, the Security Service of Ukraine (SBU), the National Guard, border guards, and military units.

Another 1.2 billion hryvnias is allocated to a new initiative to support the military in 2026–2027. The report notes that a significant portion of the program’s funding is allocated without a detailed breakdown among recipients.
