Odessa has allocated billions for the renovation of 3,000 high-rise buildings

In Odesa, city authorities have extended the housing stock development program for another year. They plan to spend nearly 4 billion hryvnias on repairing apartment buildings, upgrading elevators, and addressing emergency situations.

The Executive Committee of the Odesa City Council approved amendments to the City’s Targeted Housing Development Program and submitted them to the Odesa City Military Administration for approval.

According to the draft, the program will be extended until the end of 2029. There are also plans to update its specifications, funding, list of measures, and list of buildings where major repairs and elevator system modernization will be carried out in 2026.

The program’s total budget is 3.922 billion hryvnias. The bulk of the funds—3.767 billion hryvnias—will be allocated from the budget of the Odesa City Territorial Community. An additional 4.76 million hryvnias will come from the regional budget, while 150 million hryvnias are to be provided by the co-owners of apartment buildings.

The largest share of funding—2.717 billion hryvnias—will go to the Department of Municipal Services, which will carry out most of the major repairs to the housing stock.

Funding will also be distributed among the district administrations. Persypka District will receive nearly 297 million hryvnias, Kyivka District—over 255 million, Khadzhibeyka District—nearly 247 million, and Primorska District—over 235 million hryvnias. Separately, 15 million hryvnias have been allocated to the Department of Urban Improvement and 800,000 hryvnias to the Department of Municipal Property.

By the end of the program, the plan is to improve the technical condition of 2,974 apartment buildings, repair, replace, or modernize approximately 767 elevators, install over 2,300 address signs, implement energy-efficient solutions, and resolve emergency situations in the housing stock.

Odesa has also decided to extend the program to create barrier-free spaces for at least another year. More than 1 billion hryvnias from the municipal budget are earmarked for this purpose.
