The Executive Committee of the Odesa City Council has approved the expansion of the compensation program for businesses that have set up resilience centers. The final decision on increasing payments for generators must now be approved by the Odesa City Military Administration.
The decision was approved at an extraordinary meeting of the Executive Committee of the Odesa City Council.
According to the approved document, the maximum compensation amount for the purchase of equipment is planned to be increased tenfold. Previously, the city reimbursed only 10,000 hryvnias. Now, business owners will be able to receive up to 100,000 hryvnias for the purchase of generators or other autonomous power systems.
At the same time, the city council has completely lifted the previous 10 kW power limit on generators. The new version of the procedure does not include this requirement.
The Executive Committee also approved a fivefold increase in payments for operating expenses. The maximum compensation amount for fuel and equipment maintenance will rise from 10,000 to 50,000 hryvnias.
City authorities have raised the annual revenue limit for compensation applicants. Previously, companies with annual revenue of up to 10 million hryvnias could apply; under the new rules, this threshold will be up to 50 million hryvnias.
To receive compensation, a business must be officially registered in Odesa. The company’s founders and ultimate beneficiaries must be exclusively Ukrainian citizens. Applicants must not be subject to sanctions, have debts to the Pension Fund, or have tax arrears that are more than three months overdue. The company must not be in the process of liquidation, bankruptcy, or cessation of operations. The main requirement is that the entrepreneur must ensure the actual operation of a permanent resilience center for Odesa residents.
