Odesa schoolchildren's feeder received 35 million tender without auction

The municipal institution Odesa Regional Special Medical Supply Base has conducted a tender to select a company that will be paid to organize meals for patients with a single participant, Fabrika Smaku Limited Liability Company.

The announcement was published in the Prozorro electronic procurement system.

It concerns the organization of medical meals for patients in the regional children's hospital. The procurement was conducted in the format of open bidding with special features. After signing the agreement, the company will have to provide a year-long supply for UAH 35 million 421.1 thousand:

According to the YouControl service, Fabrika Smaku LLC was registered in May 2015 with an authorized capital of 1 thousand hryvnias. Within two months, the company received an order to supply food to hospitals in Odesa. The company is owned by Igor Levinzon and Dmitry Nikitin.

Earlier, Odesa held tenders for catering for educational institutions in 2026. The total cost of such services was estimated at over UAH 354 million.

TheCenter for Public Investigations decided to find out who got the contracts and whether the suppliers had any corruption risks. Only one company, Fabryka Smaku LLC, submitted an offer for the tenders in Prymorskyi and Peresypskyi districts totaling more than UAH 175 million.
