Odesa's Major Projects: 117 Billion UAH for Safety and Education

Two projects in Odesa Oblast worth more than UAH 117 billion were discovered by journalists of the Center for Public Investigations on the DREAM platform and identified as the most expensive in the region.

Thus, according to the CPI, on January 23, 2025, the Velykodolyna Village Council submitted to the DREAM ecosystem a project to reconstruct the dilapidated buildings of the Teremok kindergarten with the construction of a dual-purpose building with radiation shelter properties.

The project cost is UAH 32.7 billion. The total amount of confirmed funding sources is UAH 0. The purpose of the project is to ensure the safety and uninterrupted access of people to social services. The customer has not yet indicated what work is planned to be implemented.

Another project was the construction of a shelter in the Vyhodiansk Lyceum. The project was submitted by the Vyhodianske Village Council on January 21. The cost of the project is UAH 84.7 million. The money is to come from the state budget to local budgets for the implementation of a public investment project to create safe conditions in institutions providing general secondary education (construction of shelters), including military (naval, military sports) lyceums, lyceums with enhanced military and physical training. The goal of the project is to ensure uninterrupted access to educational services. The total capacity of the shelter is 711 people. The shelter should be equipped with two entrances and exits, appropriate ventilation and lighting, and emergency power supply.

In November 2022, the Government of Ukraine introduced a unified digital integrated information and analytical system for managing the process of infrastructure reconstruction called DREAM. According to the CMU Resolution, it is in DREAM that you can see which facilities are planned to be restored or rebuilt and how much it may cost. The ecosystem also indicates who has contributed to project funding. After all, money can be allocated for reconstruction not only from the state or local budget, but also from international donors.

The recovery partners are the Republic of Estonia, the Kingdom of Denmark, the Republic of Lithuania, the Federal Republic of Germany, and the Swiss Confederation, and the donors are the International Bank for Reconstruction and Development, the European Investment Bank, the German Credit Institution for Reconstruction, and the European Bank for Reconstruction and Development.
