The Ritual Service utility company of the Fontansky village council of Odesa district has selected a contractor to clean up the landfill at the local cemetery.
The announcement was published in the Prozorro e-procurement system.
The auction was held in the format of open bidding with special features, and the only participant was Eco-Leader Limited Liability Company. The company expects to pay UAH 1 million 237.5 thousand for the contract. The area to be cleaned covers 1,375 cubic meters. At the request of the utility company, the company will also have to provide 8 or 15 cubic meters of waste collection containers.
According to the YouControl service, Eco-Leader Limited Liability Company was registered in 2009 in Odesa and is owned and operated by Natalia Radchenko. In 2025, the company has already won 25 tenders totaling UAH 5 million 919.6 thousand, and in 2024, the amount of public funds earned by the company amounted to UAH 15 million 200 thousand.
In 2022, the Center for Public Investigations noted that according to the passport data that Natalia Radchenko submitted in the package of documents for open bidding, she had a husband, Serhii Radchenko. A person with an identical full name is an entrepreneur who provides the same services as Eco-Leader. In addition, a person with such data was tried for forgery. He was acquitted, but in 2022, the prosecutor's office filed an appeal and witnesses were summoned for questioning.
In March 2024, the Commercial Court of Odesa Region considered a case filed by Eco-Leader LLC to recover a debt from Exterior Design LLC. The debt arose due to improper fulfillment of the terms of the waste removal services agreement. The court granted the plaintiff's claim and ordered Exterior Design to pay the amounts in question.

In Odesa, the case of a lawyer who tried to profit from both the government and his client has been referred to court
