Odesa road giant gets another 82 million for water pipeline construction

The Capital Construction Department of the Odesa City Council has signed two additional agreements with the Automagistral-Pivden Limited Liability Company for the construction of the first and second stages of the water supply system from Bagritskoho Street to Frantsuzsky Boulevard.

The relevant information is available in the Prozorro e-procurement system.

As noted in the justifications for the agreements, during construction, it was found that the project documentation did not provide for a number of necessary additional works not specified in the original designs. This necessitated an additional UAH 55 million 951.8 thousand for the construction of the first stage of the water supply system - from Bagritskoho Street to Fontanska Road and UAH 26 million 128.4 thousand for the construction of the second stage - from Fontanska Road to Akademichna Street.

Thus, the cost of construction of these two stages of the water supply system increased from the initial UAH 217 million 550 thousand 997 to UAH 299 million 631.2 thousand.

In August, the Capital Construction Department of the Odesa City Council held four tenders to find contractors to build the water supply system from Bagritskoho Street to Frantsuzsky Boulevard, and Avtomagistral-Pivden won the right to build the first and second stages of the water supply system.

Part of the funding for this construction was provided by a subvention from the state budget to local budgets for the implementation of projects aimed at eliminating the consequences of armed aggression.

The construction of this water pipeline is envisaged by the Odesa Oblast Development Strategy for 2021-2027, approved by the Odesa Oblast Council in 2020.

At that time, the construction was estimated at UAH 255 million 301.2 thousand.

According to the YouControl service, as of 2021, the sole official owner of Avtomagistral-Pivden LLC is Odesa businessman Oleksandr Boyko. Prior to that, the company was registered with Odesa residents Oleh Nalyvanyi and Valerii Korotkov. However, the media claims that Avtomagistral-Pivden, like the second major road company from Odesa, Rostdorstroy LLC, is part of the sphere of influence of London resident Alexander Zhukov.
