The public hearings are open to members of the territorial community whose place of residence or stay is duly registered or declared in the territory of Odesa, or whose actual place of residence or stay is confirmed by a certificate of registration of an internally displaced person. To participate in the public hearings, it is necessary to pre-register, which will take place from July 28 to August 11, 2025.

As part of this program, the following activities are planned to be implemented

The program is to be financed with UAH 663.5 million, including UAH 197.7 million from the city budget, and UAH 465.8 million to be obtained from other sources.

Earlier, the results of the monitoring of urban planning documentation for the territory of the city of Odesa in 2023 showed that the existing General Plan of the city needs to be updated, but no update is planned until all inconsistencies in the documentation, including in the UNESCO zone, are eliminated.
