Odesa Regional Prosecutor's Office Selected Security Guards for its Buildings Without an Auction

The Odesa Regional Prosecutor's Office chose a security company to protect its buildings in Odesa without an auction - there was only one bidder.

According to the Center for Public Investigations, the prosecutor's office published the relevant information in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features, the only participant was the military unit of the National Guard 3014, which is based in the city. The military unit expects to receive UAH 8 million 78.4 thousand for the protection of 10 facilities.

This is the fifth year in a row that the prosecutor's office has chosen this military unit without an auction to protect its buildings in Odesa. In 2025, the cost of the National Guard's services was estimated at UAH 8 million 576 thousand, and in total, during 2022-2025, the prosecutor's office paid this military unit UAH 23 million 451.2 thousand. In all years except 2022, the procurement was conducted in the format of open bidding, with the peculiarity that in 2022 the prosecutor's office used the negotiation procedure, which also allowed it not to involve other participants in the auction.

Moreover, in 2022, there were two procurements: one was held on February 22 and concluded an agreement worth UAH 1 million 478.7 thousand, and the second in May of the same year worth UAH 3 million 931.2 thousand. So in total, the military unit was to receive UAH 5 million 399,500 thousand.

In December 2022, the Limited Liability Company Security Service Okhoda-01 claimed the right to guard the prosecutor's office without competition, but its offer was rejected and the auction was canceled "due to the lack of offers." The fact is that the LLC's soldiers reported that they were armed with firearms, but it turned out that they only had traumatic weapons.

In 2021, the prosecutor's office facilities were also guarded by soldiers of the same military unit. The National Guard was paid UAH 3 million 598.8 thousand for the services provided that year. That year, the procurement was held three times and the bidding was canceled twice.
