Odesa regional CCC reported whether it has an order to mobilize people with dual citizenship

The Odesa Regional Territorial Center for Recruitment and Social Support reported that a document appeared in a number of anonymous Telegram channels, allegedly ordering district TCCs to organize mobilization of persons with dual citizenship of Ukraine to Moldova.

According to the regional TCC, the document is a forgery, and a bad one at that.

The TCC assured that no such orders were issued by the leadership of the Odesa regional TCC and JV, and that the document contains a number of errors that give away the forgery. For example, the authors of the order referred to Presidential Decree No. 69/2025 of February 24, 2025, but the current decree with this number and date deals with other issues.



Also, according to the TCC, the order contradicts the requirements of the Instruction on Record Keeping in the Armed Forces of Ukraine, in particular, the authors

The text also contains numerous grammatical errors, unusual vocabulary and Russicisms, which, as noted in the regional TCC, are characteristic features of fake documents created by hostile information operations.

"The purpose of this information throw-in is to discredit mobilization activities, provoke panic and speculate on the sensitive topic of citizenship," the regional TCC said.

Meanwhile, more than 28 thousand proceedings for violation of military registration rules have been opened since the beginning of 2025. So far, in 9 regions of Ukraine, the MCC has opened more than 1,000 proceedings. Kyiv is the leader in terms of the number of fines imposed by the MCC - 3,835 proceedings since the beginning of the year. It is followed by Dnipro (2,984), Sumy (2,464), Odesa (2,438) and Kharkiv (2,151) regions.
