Odesa region became the first in Ukraine in terms of the amount of tourist tax during the holiday season, but in general, for 9 months of 2025, it ranked sixth in this regard.

This was reported by analysts of the Opendatabot platform.

However, according to analysts, despite this, the region's performance over 9 months is still 17% lower than in the same period in 2021. In total, the region raised UAH 12.7 million.

According to the Department of International Cooperation, Culture and Marketing of the Odesa City Council, the tourist tax in Odesa amounted to more than UAH 9.1 million, which is 25% more than last year. The overall growth of tax revenues in the industry is between 25% and 40%.

In contrast, in Kherson region, the tourist tax did not grow at all, and in Mykolaiv region it was 1.44 million.

Compared to the pre-war period, the amount of tourist tax in Bukovyna increased 5 times. At the same time, 90% of the amount was paid by owners of apartments, estates, and small tourist facilities. Ivano-Frankivsk region is also among the leaders: the amount of tourist tax has increased 4.5 times during this period.

The capital remains the unchanged leader in Ukrainian tourism. One fifth or UAH 51 million of the tourist tax was paid in Kyiv. 81% of this amount came from big business.

Lviv region is in second place with 42.5 million hryvnias, with a smaller share of big business, 56%. Ivano-Frankivsk region rounded out the top three with UAH 32.5 million, while 55% of the tourist tax in the region was paid by small businesses.

A total of UAH 234.4 million in tourist tax was paid by businesses in the first 9 months of 2025. This is 1.5 times more than in the same period before the full-scale taxation. Kyiv, Lviv and Ivano-Frankivsk regions remain the largest contributors to local budgets. This is 36% more than in the same period last year, and one and a half times more than before the start of the full-scale war.

In 2024, Odesa was visited by about 4 million people, of whom about 350 thousand were foreigners.
