Odesa region is among the leaders of companies with sanctions

More than 2,200 Ukrainian companies were sanctioned by the National Security and Defense Council, including 100 registered in Odesa region. Most of the sanctioned companies are concentrated in trade, services, and the information and telecommunications industry.

This is evidenced by a study by the YouControl online analytical system.

According to the YouControl R&D Center, as of September 1, 2025, 2,242 companies that are not in a state of termination were sanctioned by the National Security and Defense Council. Another 200 Ukrainian companies are in the process of liquidation or bankruptcy, and some companies have not been able to determine their status.

Most of the companies subject to direct or related sanctions are registered in Kyiv (722), the temporarily occupied territory of Crimea (496), Donetsk (299) and Luhansk (185) regions. A significant number of sanctioned companies are also registered in Dnipro (119), Zaporizhzhia (107) and Odesa (100) regions.

Among the companies analyzed, those operating in trade (449 companies), other services (351, mostly NGOs), information and telecommunications (209), and real estate (207) predominate.

The financial analysis showed that after the sanctions were imposed in 2021-2023, most companies showed a decrease in revenue or did not submit financial statements. In 2024, only 525 companies with related sanctions published financial statements, of which 328 received revenues of more than UAH 240 billion.

In addition, 717 companies out of 2,514 analyzed are linked to 134 corporate groups. The largest of them are Group DF (100 companies, key person - Dmitry Firtash) and Smart-Holding (62 companies, key persons - Vadym Novynskyi and Ashot Malkhasyan).

YouControl data shows that one company may have several sanctioned related parties, and sanctions on individual co-owners or managers do not always mean restrictions on all company members.

Entrepreneurs in Ukraine founded 18,277 new companies in the first half of 2025, of which 1,198 were in Odesa region. According to Opendatabot analysts, this is the fifth highest result among all regions of the country. In the South of Ukraine, new companies were also established in Mykolaiv (425 companies) and Kherson (63) regions.

Also, the Register of Good Taxpayers, known as the White Business Club, has 8,882 companies in Ukraine, including 312 registered in Odesa region. There are 179 in Mykolaiv region and 11 in Kherson region. By this indicator, Odesa region ranked seventh in the country.
