Odesa Municipal Company in charge of garbage has appointed a new head

The interim mayor of Odesa, Ihor Koval, has appointed the director of the municipal enterprise Administrator of Household Waste Management Services, also a temporary position.

According to the Center for Public Investigations, the relevant order of Igor Koval was published on the website of the mayor's office.

The new head of the utility company is Ihor Kutsyi, who previously served as chief specialist of the communal property department of the Odesa City Military Administration of Odesa District, Odesa Region, and before that as head of the housing, communal services, improvement and infrastructure department of the Housing, Communal Services and Infrastructure Department of the Tairova Village Council.

In his declaration of candidacy, Ihor Kutsyi indicated that in 2025 he acquired an apartment in Odesa with an area of 65.3 square meters. He also owns a 27.2-square-meter non-residential building, and his son Maksym Kutsyi uses a 96.8-square-meter apartment owned by Hanna Kutsyi. He drives a 2005 Toyota Avensis. His income is a salary of UAH 97.2 thousand received from the Association of Co-Owners of the Shah-Name Apartment Building. Savings consist of 26 thousand dollars in cash.

The municipal enterprise "Administrator of Household Waste Management Services" was established to administer household waste management services.

The subject of the company's activities is:

• Ensuring the functioning of the household waste management system in the city of Odesa.
• Conclusion of contracts with business entities on behalf of the executive body of the Odesa City Council for the performance of certain household waste management operations.
• Conclusion of contracts with consumers for the provision of household waste management services.
• Creating a unified consumer information base for making charges for household waste management services, accounting for payment status and arrears.
• Conducting claims and lawsuits with debtors and informational activities to ensure that consumers comply with the requirements of regulatory documents in the field of household waste management.
• Calculating the weighted average tariff and ensuring its submission to the Executive Committee of Odesa City Council in accordance with the established procedure.
• Implementation of measures for the development of the household waste management system in the city of Odesa.

The Company may not carry out any other activities other than those related to the administration of the household waste management service.
