Odesa MP's declaration was among the top ten violations detected by the NACP in July

The declarations of Petro Obukhov, a deputy of Odesa City Council, and Yevhen Nosov, former head of the customs clearance department No. 5 of the Chornomorsk customs post of Odesa Customs, were among the 10 biggest violations in the declarations revealed by the National Agency for the Prevention of Corruption in July.

In the declarations of the former head of the customs clearance department No. 5 of the Chornomorsk customs post of the Odesa Customs for 2022-2023, NACP analysts found signs of inaccurate information worth more than UAH 8.5 million. The substantiated conclusion was sent to the State Bureau of Investigation (SBI).

As for Petro Obukhov's declaration, the inaccuracies concerned the MP's acquisition of shares in the closed-end non-diversified venture corporate investment fund Makros worth UAH 16 million. The NACP also decided that Petro Obukhov had provided inaccurate information about his income from business activities. He indicated 5 million 24 thousand hryvnias, while the audit showed that the MP earned 6 million 423 thousand 483 hryvnias.

According to the NACP, the National Police has opened a criminal investigation into this declaration.

In July 2025, the National Agency for the Prevention of Corruption (NAPC) completed 83 full audits of declarations selected on a risk-based approach. Violations were found in each of the declarations checked in July, and 42% of them had signs of false information (signs of Article 366-2 of the Criminal Code of Ukraine or Part 4 of Article 172-6 of the Code of Ukraine on Administrative Offenses, unreasonable assets). In particular, three declarations revealed signs of unreasonable assets worth more than UAH 8.5 million, and 32 declarations revealed signs of false information worth more than UAH 183.9 million.

The facts of declaring false information by officials were confirmed in 19 out of 46 declarations of Odesa region (41%).
