Odesa Infectious Diseases Hospital Starts Repair of Valikhov Building

The contractor has begun repair and restoration work on the interior of the Valikhov building, which is a medical building of the clinical infectious diseases hospital with 73 beds.

According to the press service of the Odesa City Council, the repairs are being carried out as part of the latest package of projects under the Ukraine Recovery Program, implemented by the government in cooperation with the European Investment Bank.

The Cabinet of Ministers of Ukraine has approved the overhaul of two buildings of the city's clinical infectious diseases hospital. The building is an architectural monument of local importance.

The facility is to be overhauled to strengthen the building's structural elements, interior finishing works in all rooms with restoration works in rooms where authentic interiors and elements have been preserved, restoration of marble stairs, replacement of water supply and sewage systems, heat supply, electricity supply, and ventilation.

The overhaul of the building used for administrative purposes and reception of infectious diseases patients is also underway.

In October 2024, the Capital Construction Department of the Odesa City Council signed an agreement worth more than UAH 148 million with the AVIS consortium. The procurement concerns the repair and restoration of the interior finishing works of the Valikhovskoye building "M", which is part of the municipal institution "City Clinical Infectious Diseases Hospital". The procurement was conducted in the format of an open tender with special conditions, and the consortium was the only participant.

Prior to that, the repair and restoration of the interior finishing works in the M building were planned to be performed by the Exterior Design Limited Liability Company. The cost of this renovation is 2.7 times higher than the first one - UAH 148 million 264.8 thousand. However, the company failed to comply with the requirements to eliminate inconsistencies in the tender documentation.

In May, the department tried to find a contractor for these works, but then the auction was canceled due to the inability to eliminate violations that arose due to the identified violations of the requirements of the legislation in the field of public procurement, namely the discrepancy between the VAT amounts in the contract price and the form of the tender offer. At that time, ABZ Prombud LLC was expecting to conclude the agreement, which was ready to work for UAH 148 million 307.5 thousand.
