Odesa hospital selects military breadwinner without auction

The municipal non-profit enterprise City Clinical Hospital No. 11 of the Odesa City Council has conducted a procurement to select a company that will provide meals for military patients.

According to the Prozorro electronic procurement system, the procurement was conducted in the format of an open tender with special conditions.

The only participant was Fabrika Smaku, a limited liability company. The company expects to receive UAH 9 million 595.2 thousand after the deal is concluded, and will have to organize meals until December 31. It is about four meals per person per day.

Earlier, the municipal non-profit enterprise City Clinical Hospital No. 11 conducted a similar procurement with an expected purchase price of UAH 32 million 568.6 thousand. As the only bidder, Fabrika Smaku expects to pay UAH 32 million 515.6 thousand. The company is to provide 102 thousand sets for this hospital.

City Hospital No. 8 chose a provider for the military who are treated there and ordinary patients for UAH 12 million 41.5 thousand, of which the company expects to receive UAH 157 less than expected.

Maternity Hospital No. 5 also chose Fabryka Smaku LLC from among the bidders to provide care for patients for UAH 5 million 227 thousand. The company is counting on UAH 5 million 217.5 thousand.

According to the YouControl service, Fabrika Smaku was registered in May 2015 with a registered capital of UAH 1 thousand, and two months later it received an order for food for hospitals in Odesa. The director and owner of the company is Igor Levinzon.

Ihor Levinzon previously owned and managed Bit-Yug LLC (terminated), which received catering contracts in Odesa. The media linked Bit-Yug to former MP Oleksandr Presman. Until 2022, Levinson 's partner in Fabrika Smaku LLC was Tetiana Holubina from Odesa region.
