Odesa exposes scheme of misappropriation of funds during house repairs

In Odesa, a preventive measure was imposed on the director of a contracting company. The case concerns the misappropriation of funds during the overhaul of residential roofs.

This is evidenced by the decision of the Kyiv District Court of Odesa.

According to the investigation, the director of SD Blahoustrii entered into agreements with the Department of Municipal Economy of the Odesa City Council to overhaul the roofs of residential buildings. One of these objects is a house in Krasnoslobidsky Lane. The works were carried out between April 16 and July 1, 2020.

The investigation found that upon completion of the work, the company's director intentionally entered false information in the work acceptance certificates. The documents indicated the scope of work and materials used that were not actually performed. Based on these documents, UAH 228 thousand was unjustifiably transferred from the city budget.

Similar violations, according to the investigation, occurred at another facility, a residential building on Lustdorfska Road. The scheme there was the same: overstated scope of work, false data in the acts and, as a result, unjustified transfer of another UAH 243 thousand of budget funds.

Thus, the total amount of funds that, according to law enforcement officers, the director of SD Blahoustrii LLC misappropriated during the repair of roofs on two residential buildings in Odesa is over UAH 470 thousand.

Having considered the materials of the motion, the court concluded that there were risks of witnesses being influenced and decided to impose on the suspect a measure of restraint in the form of house arrest until March 14, 2026. He is prohibited from leaving his place of residence from 23:00 to 06:00, except in cases of air raid alert.

In addition, the suspect is obliged to appear at the call of the investigator, report changes in his place of residence or work, refrain from communicating with witnesses in the case, and hand over documents entitling him to travel abroad.

Law enforcement also demanded that the contract with the Odesa-based company be terminated due to the failure to complete the restoration of the museum and the alleged misappropriation of public funds. The contractor, which has received more than UAH 370 million in public tenders, is already involved in several criminal proceedings, and its director is hiding from law enforcement.
