Odesa court returns case of participant in Deepwater Horizon scam to court

The Prymorskyi District Court of Odesa rejected the motion of the lawyers of Oleksandr Orlov, who in 2018 represented the contractor during the construction of the Deepwater Wastewater Outfall in Odesa.

The lawyers first insisted on closing the proceedings, and then on disqualifying the prosecutor.

The Prymorskyi court is considering the case in the second round after the cassation court overturned the decisions of the Prymorskyi court and the Odesa Court of Appeal to close the proceedings.

The case of Oleksandr Orlov was separated into a separate proceeding. In January 2024, 368.media reported that the Prymorskyi District Court of Odesa acquired the defendants in the Deepwater episode case. The defendants were businessman Ruslan Tarpan, who owned the contractor company, Vadym Teplytskyi , director of Bild-Pro LLC, a deputy of the Odesa Regional Council
Serhii Berdichevskyi, director of Inno-Trading LLC, and Vadym Hetman, former director of Remercentr PE, Ihor Poludenko, former director of the Capital Construction Department of the Odesa Regional State Administration, Vasyl Popov, director of Remercenter, Oleksandr Romanov, head of the technical department of the Capital Construction Department of the Odesa Regional State Administration, Vitalii Boyko, chief engineer of the State Enterprise Chornomornoproekt.

In 2024, against the backdrop of a stench in Odesa that lasted for more than a week, journalists from the Center for Public Investigations investigated the history of the construction of the Deep Water Outlet sewer, which cost the state more than 300 million, and concluded that the cost of the Deep Water Outlet project itself could be added to the budget funds that were regularly spent on repairing the Khadzhybey Estuary dam.

The construction of the outlet has already led to the opening of criminal proceedings against businessman Ruslan Tarpan - in July 2022, the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) even stated that the Deep Water Outlet, which was built in Odesa by the firms of former MP Ruslan Tarpan from the Incor Group, was a set of construction materials that were unusable.
