Odesa communities receive seven school buses

The Odesa Regional State Administration handed over seven school buildings to the Bessarabian, Vyhodiansk, Bilyayivka, Nerubaysk, Velykodolynsk, Petropavlivka, and Serhiyivka territorial communities.

According to the press service of the OVA, they were purchased at the expense of the state budget on the terms of co-financing with the communities.

Earlier, two school buses were received by the Divisiyska community. The school buses are domestically produced and equipped with special seats for students with limited mobility and their attendants.

In total, in 2025, according to the Prozorro e-procurement system, the Department of Education and Science of the Odesa Regional State Administration concluded three agreements for the supply of school buses for a total of UAH 95 million 195.5 thousand. All tenders were held in the format of "request forquotation.

Request for proposal (price) is a procurement method through Prozorro Market that can be used by the customer to determine the best price.

The procedure may seem similar to open bidding in terms of stages, but there are some peculiarities:

  • of all competitive procedures, Prozorro's is the fastest - at least four days;
  • there is no stage for submitting questions, demands or complaints;
  • there is no need to prepare qualification documentation and, accordingly, the customer does not need to qualify;
  • there is also no "Reduction" stage.
  • The customer announces a request for a product of a certain category, and then the system sends notifications to all suppliers who are accredited in it.

If a supplier already has a product in the catalog, he can

  • respond to the request with the same price as in the catalog;
  • offer the customer their own price.

The supplier can either accept the offer or ignore it. If the supplier decides to respond to the request, in this case, in the "Registration of offers" block, you need to specify your price (it can be lower than the customer specified in his request) and select the product.

The winner in two of them was UkrAvto Zhytomyr Limited Liability Company, which, according to the agreements concluded in July and October 2025, is to receive UAH 75 million 948 thousand for 20 buses.

According to the YouControl analytical platform, UkrAuto Zhytomyr was registered in 1998 in the village of Dovzhyk, Zhytomyr region. The ultimate beneficiary of UkrAuto Zhytomyr is former MP from the Party of Regions Tariel Vasadze. As of July 2025, the company had won 36 tenders out of 45 in which it participated for a total of UAH 49.6 million.

Another tender was won by the private enterprise Automobile Company Ukravtosnab, which is to provide five buses for UAH 19 million 247,500 thousand. According to YouControl, this company was registered in 2008 in Kharkiv. The owner is currently a Kharkiv resident, Serhiy Voloshenyuk.
