Odesa City Hall suspected of collusion with Vilkul's family to repair elevators

For the past 10 years, Odesa City Hall has been giving preference to companies related to the acting mayor of Kryvyi Rih and the secretary of the Kryvyi Rih City Council, Oleksandr Vilkul, when selecting a contractor to repair elevators in the city.

Over the past year, officials of Odesa City Hall have procured elevator repair services for 165 million hryvnias, 108 million of which were awarded to a local company, Steel Made, which Nikcenter journalists have linked to the Kryvyi Rih politician.

In particular, Mykolaiv media outlets point out that this company was founded in 2021 by Oleksandr Vasylkov, a resident of Kryvyi Rih, who previously was the director of Kryvyi Rih Meerkat Plant for seven years, part of whose shares belong to a foreign citizen, Tetiana Mykhalenko, who is probably the daughter of the permanent mayor of Kryvyi Rih, Yurii Vilkul, and Oleksandr Vilkul's sister.

In his declarations, Yuriy Vilkul indicates that he has been using the land plot, apartment and house owned by Tetiana Mykhalenko for many years. According to the declaration, the woman has foreign citizenship.

Petro Zaika became the director of Steel Made after receiving the first budget contracts. Previously, he was the chief engineer of PAO Stalkanat-Silur.

Part of the shares in Stalkanat-Silur belong to Anton Mykhalenko, who is called in the media Yuriy Vilkul's former son-in-law. The signatory of this plant is also a signatory of the Vilkul Jr. Foundation.

It was Stalkanat-Silur, together with its branch Odeslift, that received the lion's share of contracts for the repair of Odesa's lifts in 2016-2020. During this time, they utilized 887 million hryvnias out of a total amount of about 1 billion.
