The Capital Construction Department of the Odesa City Council has signed four agreements with Avtomagistral-Pivden and Rostdorstroy limited liability companies for the construction of a water supply system from Bagritskoho Street to Frantsuzsky Boulevard.

According to the Center for Public Investigations, the relevant information is available in the Prozorro e-procurement system.

All tenders were held on August 4 and only these two companies participated in them.

"Avtomagistral-Pivden won the right to build the first line from Bagritskoho Street to Fontanska Road and the second line from Fontanska Road to Akademichna Street, the water supply line. If the company concludes an agreement, it will receive a total of UAH 217 million 550 thousand 997, and Rostdorstroy will build the third line - from Akademichna Street to Frantsuzsky Boulevard, and the fourth line - along Frantsuzsky Boulevard, from Akademichna Street to Gagarin Avenue - for UAH 197 million 986 thousand 812. This is the total amount for which the company agreed to work.

It should be noted that part of the funding for this construction is provided by a subvention from the state budget to local budgets for the implementation of projects aimed at eliminating the consequences of armed aggression.

The construction of this water pipeline is en visaged by the Odesa Oblast Development Strategy for 2021-2027, approved by the Odesa Oblast Council in 2020.

At that time, the construction was estimated at UAH 255 million 301.2 thousand.

According to the YouControl service, as of 2021, the sole official owner of Avtomagistral-Pivden LLC is Odesa businessman Oleksandr Boyko. Prior to that, the company was registered with Odesa residents Oleh Nalyvanyi and Valerii Korotkov. However, media reports claim that Avtomagistral-Pivden, like another large road company from Odesa, Rostdorstroy LLC, is under the influence of London resident Alexander Zhukov.

The owner of the Odesa-based Rostdorstroy LLC is the Hungarian company Juttema, whose beneficiaries are Odesa residents Yevhen Konovalov and Yuriy Schumacher. The latter is a deputy of the Odesa City Council from the Trust the Deeds faction. The co-chairman of the party of the same name is the mayor of Odesa, Hennadiy Trukhanov.
