In Mykolaiv region, an Odesa-based company was awarded a four-hundred-million-dollar contract for road repairs. The tender was held without a competitive procedure. The amount of the lot was reduced by four million.
This is evidenced by data from the Prozorro electronic public procurement system.
At the end of October, the Infrastructure Restoration and Development Service in Mykolaiv region announced an auction for the repair of a highway. More than UAH 400 million was planned to be spent from the budget.
It is planned to overhaul the transport facility at km 144+360 of the public road of national importance P-55 Odesa - Voznesensk - Novyi Buh, Mykolaiv region. The tender states that additional work is required.
In September, Rostdorstroy was also awarded a contract to repair the road for more than one hundred million hryvnias. The contract with the company for the current medium repair of the T-15-15 Fedorivka - Rybakivka - Luhove recreation center was signed on August 3. About 25 kilometers will be repaired. In March, Rostdorstroy received two major contracts. The company received more than 700 million hryvnias for the first tender, and more than 600 million for the second.

The ultimate beneficiaries of Rostdorstroy LLC are currently Yuriy Shumacher, a member of Odesa City Council representing the Trust the Deeds party, and businessman Yevhen Konovalov.
In January, the Commercial Court of Odesa Oblast considered a lawsuit filed by the deputy head of the Odesa Oblast Prosecutor's Office against the Odesa Oblast Infrastructure Restoration and Development Service and Rostdorstroy LLC.
According to the court's ruling, the prosecutor demanded to cancel the results of the tender for the selection of a contractor for the overhaul of the public road Izmail-Kilia-Vilkove, held by the Service in May 2021.
In addition, the Odesa-based Rostdorstroy company, which is affiliated with Mayor Hennadii Trukhanov's Trust the Deeds party, was awarded a large contract for the construction of the Nova Odesa-Mykolaiv water pipeline without an auction. Another contract was awarded to Kyiv-based Ukrtransmist.
The agreements totaling UAH 5.16 billion were signed without using the Prozorro electronic system. The company will handle the third section, which costs UAH 2.63 billion and includes a crossing of the Ingul River and 22.3 kilometers of water pipeline to the Zhovtnevyi reservoir.
Last year, about 500 private commercial companies received almost UAH 150.5 billion from the state. Analysts have revealed which companies received the most public funds and how they are connected to influential political figures.
Rostdorstroy received 7.6 billion hryvnias in public tenders. The total value of the company's winning tenders is almost 470 billion hryvnias. The group includes two other companies that together with the company received UAH 8.8 billion in public funds.
