The Asset Tracing and Management Agency has put nine seized vessels located in Izmail up for auction. Some of them have been damaged as a result of attacks, have holes and water ingress, and the engine room of one of the vessels is partially flooded. The starting price for the entire lot is 151,660,918 hryvnias, excluding VAT.
This is indicated in an announcement on the Prozorro.Sales platform.
Nine vessels have been put up for auction at once: “Rondo,” “Svir,” “Avangard,” “VolgoBalt 225,” “VolgoBalt 193,” “VolgoBalt 244,” “Omskiy 6,” “Naviger 2,” and “Omskiy 132.” All of them are currently located in Izmail, Odesa Oblast.
Among them are vessels flying various flags. The “Rondo,” “Svir,” “Omskiy-6,” and “Naviger-2” fly the flag of the Russian Federation. "Avangard," "VolgoBalt-225," "VolgoBalt-244," and "Omskiy-132" fly the flag of Palau, while "VolgoBalt-193" flies the flag of the Union of the Comoros.
According to the lot description, the “Rondo” is in poor physical condition—both the hull and its mechanisms—due to prolonged inactivity and requires comprehensive repairs.
The “Svir” is in significantly worse condition. The vessel was damaged by enemy attacks, and two of its engines are partially submerged. There is a hole in the hold caused by a UAV strike, through which water is entering. The vessel is aground, and the documentation states that if it continues to take on water, there is a risk of it sinking completely.
The “VolgoBalt-225,” “VolgoBalt-244,” and “Naviger-2” have also sustaineddamage from attacks. Specifically, the “VolgoBalt-244” has a hole in the hold and is constantly taking on water, so it is being pumped out. A similar situation involving a hole and water ingress has been reported on the “Naviger-2.”
On the “Omskiy-132,” the engine room is partially flooded. The asset description notes that prolonged downtime without proper measures to maintain the vessel could lead to an emergency situation.
Other vessels have also been out of service for a long time and require comprehensive repairs to their hulls and machinery, as well as system performance checks.
The starting price for the entire lot is 151,660,918 hryvnias, excluding VAT. The minimum bid increment is 1,516,609.18 hryvnias, and the security deposit is 15,166,091.80 hryvnias.
Separately, the winning bidder must pay 58,442,428.72 hryvnias in customs duties.
In addition, the buyer will need to account for potential expenses related to vessel repairs, their safe maintenance, mooring, and berthing. The new owner will also be responsible for handling vessel registration, changing the flag, and preparing the necessary documentation.
This is the first auction for this lot. Bids will be accepted until October 7, 2026, at 8:00 p.m., and the auction itself is scheduled for October 8 at 11:55 a.m. The auction will be conducted as a three-round English auction.
The sale is being conducted as the disposal of ARMA’s seized assets. The grounds for the sale are the rulings of the Pechersk District Court of Kyiv dated June 20, 2025, regarding the seizure of assets, and dated May 21, 2026, regarding their transfer for disposal. The documentation also refers to criminal case No. 62022000000000160, registered on April 4, 2022.
In addition to the cost of the lot itself, the announcement explicitly provides for customs duties exceeding 58 million hryvnias and potentially significant expenses for the repair and maintenance of the vessels.
