New Minister Vitaliy Kim Reported on Changes in His Assets

Vitaliy Kim, the former head of the Mykolaiv Regional Military Administration, has filed his first declaration in his new capacity as Minister of Veterans Affairs.

According to the Center for Public Investigations, the declaration pertains to significant changes in his financial status.

The former head of the Regional Military Administration declared 928,800 hryvnias that he had received since the beginning of the year, prior to his appointment as minister. Vitaliy Kim was dismissed from his post on July 16. On the same day, the Verkhovna Rada of Ukraine approved the new composition of the Cabinet of Ministers, in which Vitaliy Kim was appointed Minister for Veterans’ Affairs. 

In his annual declaration for 2025, Vitaliy Kim listed several properties in Mykolaiv. Among them is a 115.7-square-meter apartment purchased in 2018. At the time of purchase, its value was 50,000 hryvnias.

In 2019, he also purchased another apartment with an area of 49.1 square meters, which also cost 50,000 hryvnias. Vitaly Kim’s salary for 2025, as head of the Regional State Administration, totaled 2,137,900 hryvnias for the year. In addition, he declared 468,000 hryvnias in rental income.

The official’s wife,Yulia Kim, earned a higher income. The largest portion came from business activities—3,481,900 hryvnias. She also received 100,984 hryvnias in salary from the company “Myslyvets Mykolaiv,” 489,000 hryvnias in income from the sale of personal property, and 260,600 hryvnias in insurance payments.

The declaration also lists the family’s financial assets. Specifically, the official holds 67,000 U.S. dollars and 2,120,000 hryvnias in cash. Her bank accounts hold 408,000 hryvnias at PrivatBank and 74,000 euros at Banco Santander.
