New Deputy Mayor for Social Protection and Investments Appointed in Odesa

Odesa has a new deputy mayor who will be responsible for social protection, economic development, and auditing city hall. She has experience in government auditing and the tax service.

The decision was made by the executive committee of the Odesa City Council.

The Odesa City Council has a new deputy mayor, Alla Bekh, an auditor from Zhytomyr. Acting Mayor Ihor Koval said that Bekh will be responsible for social protection, economic development, and investment policy, as well as auditing the activities of the city council and municipal enterprises.

Currently, Acting Mayor Ihor Koval already has four deputies: First Deputy Oleksandr Filatov, Acting Deputies Volodymyr Domnitsak and Kostyantyn Talalayev, and Chief of Staff Oleksandr Tikhovsky. Alla Bekh will become the fifth.

She holds a law degree and a master’s degree in public management and administration. She began her career with the tax authorities and the State Audit Service in Zhytomyr, and later headed the local department of the State Fiscal Service. Zhytomyr media reported on her 2021 financial disclosure statement: her salary totaled more than 250,000 UAH, and her cash savings amounted to 8,000 USD and 400,000 UAH. The statement did not include any real estate or land parcels. She also owns a 2014 Renault Megane.

By comparison, the head of the Odesa military administration, Serhiy Lysak, has four deputies: First Deputy Nadiya Zadorozhna, Serhiy Krasilenko, Olga Lozova, and Gennadiy Raskin.

Earlier, the acting mayor of Odesa decided to dismiss Valeriy Silin from the post of deputy mayor. The dismissal was based on the official’s personal statement. In addition, the former official is to receive monetary compensation for 98 calendar days of unused annual leave.

Serhiy Kondratyuk, the head of the Peresypskyi District Administration in Odesa, was also recently dismissed. His duties were transferred to the first deputy, Svyatoslav Glazanovsky.

Kondratyuk was appointed to the position in July 2018, and in late August, the Department of Strategic Investigations notified him that he was suspected of abuse of office as head of the district administration.
