A project has been launched in Mykolaiv to build a new building for the psychoneurological department, which was destroyed by Russian shelling. More than UAH 328 million is to be raised for the project.
This was reported by the Center for Public Investigations with reference to the DREAM ecosystem.
It is planned to build a new building of the psychoneurological department of the Mykolaiv Regional Mental Health Center. This project aims to improve access to quality healthcare services for people with mental disorders and provide modern treatment conditions.
The goal of the project is to create a modern medical space with uninterrupted and high-quality access to health care. To do this, it is planned to set up all the main engineering networks: water supply, sewage, electricity, heating, ventilation, and fire protection. Accessibility and unimpeded movement inside the building will also be ensured.
The psychoneurological department plays a key role in providing inpatient and outpatient care for people with mental and behavioral disorders. Since the beginning of the full-scale invasion, the number of patients in the MCCPD has increased dramatically:
Due to the increased workload, the medical institution is forced to reduce the length of inpatient stay from three weeks to 1.5-2 weeks. The new building will increase the capacity of the institution, create comfortable conditions for treatment and improve the effectiveness of rehabilitation. It is also planned to create 15 new vacancies for mental health professionals.
The project is expected to raise UAH 328.4 million. Of this, 326.2 million are capital costs; 2.2 million are operating costs.
UAH 1 million 470 thousand has already been spent on the production of design and estimate documentation for the facility. According to Prozorro, the agreement was concluded in May 2023 with the company ARCH DESIGN, but Dream states that the contract began on January 23, 2025.
The company was registered in 2016 with an authorized capital of UAH 10 thousand. The company has earned more than UAH 15 million in public tenders and has only one negative media mention of the terminated contract.
According to the plan, the project was to be implemented in January 2025. According to the description, the project will improve the quality and accessibility of psychiatric and drug treatment and reduce the burden on existing departments. Mykolaiv will also receive a modern medical facility that will meet the highest healthcare standards.

Last year, more than five million hryvnias were allocated for the dismantling of the old buildings. The contractor had to carry out preparatory work: clear the territory, install a construction site fence, remove trees and stumps, and completely dismantle the remains of the destroyed buildings. Restoration of these buildings proved impossible due to the significant level of destruction.
According to the plan, the organization that is to carry out the construction will dismantle the buildings. After the buildings are written off and dismantled, the construction materials will be reused for the construction of new branches and for household needs.
