Mykolaiv's Kars Cleaning Wins ₴5M Contract Without an Auction

Mykolaiv-based Kars Cleaning, a company often used by local authorities, has received another contract for street cleaning in the city without an auction. It will be paid more than 5 million from the budget.

The Center for Public Investigations learned about this from the Prozorro electronic system.

The administration of the Central District in Mykolaiv has announced a tender for mechanized vacuum and wet road cleaning and has already selected a contractor. The auction was held in the format of an open bidding with special features on February 13 with only one participant who registered in the system. He became the winner.

According to the budget, UAH 5 million 323,760 was allocated for road improvement services, but the company did not agree to reduce the price. As a result, Kars Cleaning LLC will provide road cleaning services in the city's central district in 2025.

For this amount, the contractor will have to clean 4478.82 km of roads with vacuum trucks and 489.26 km with wet cleaning. All the waste collected during the cleaning should be taken to the municipal landfill in the village of Vesniane or other authorized landfills.

According to the YouControl online analytical system, Kars Cleaning LLC was registered in 2011. The founder of the company is Oleksiy Kirilchuk, co-owner of Reklamnyi Mir LLC. In turn, the co-owner of the latter company was Anna Zamazeyeva, who was the head of the Mykolaiv Regional Council from 2020 to 2023.

In recent years, the company has been actively participating in tenders, usually providing cleaning and janitorial services for local authorities and utilities. According to 2024 data, sales through tenders amounted to UAH 112.41 million, and the largest customers were the administrations of Mykolaiv districts.

Kars Cleaning was mentioned in five journalistic investigations. One of them belongs to Intent.

It stated that Kars Cleaning LLC was nothing more than a reorganized Yuzhdorservice LLC, which had once been the subject of claims from law enforcement agencies. At the time, the prosecutor's office found that representatives of the Central District Administration "unreasonably chose Yuzhdorservice LLC, which was not able to perform the road cleaning work stipulated in the tender documentation on its own." As law enforcement officers found out, these works were actually performed by another organization.
