Mykolaiv region selects the most expensive supplier for coal procurement

The Kryvoozery village council signed a contract for the supply of hard coal after an open tender, but chose the most expensive offer. Prices for the product are much higher than market prices.

Four companies took part in the bidding, according to Antikorruption.com, citing the Prozorro electronic public procurement system. Three favorable offers were rejected, and Energopal LLC won. Under the agreement, the company is to supply 89 tons of coal of various grades worth almost UAH 1.2 million by the end of 2025. At the same time, coal prices seem to be overpriced.

Accordingly, 84 tons of DG 13-100 coal are to be purchased at a price of UAH 13.45 thousand per ton, while the market price of such fuel is about UAH 11.9 thousand per ton at retail. Given that the supply is wholesale, it is possible to buy coal at a cheaper price.

In addition, 5 tons of coal of the DG 25-200 brand should be purchased at the same price - 13.45 thousand UAH/t. For comparison, in Kirovohrad region at the end of November 2024, the same coal was purchased for 7 thousand UAH/t, and in Poltava region - for 12.9 thousand UAH/t.

The coal supplier was Energopal LLC, registered in November 2023 in Kyiv with a minimum authorized capital of UAH 15 thousand. The owner of the company is Lyudmyla Ivasyk, a resident of Kirovohrad Oblast. Immediately after registration, the company started receiving public contracts. Currently, the total amount of the contracts is almost UAH 25 million.

Also recently, the Voznesensk Water Supply Utility announced a tender for electricity supply with a planned value of UAH 18.1 million. The million-hryvnia contract was awarded to a company whose director is under investigation for corruption.

Meanwhile, in Mykolaiv, a contractor was selected without an auction to repair a shelter for students of a polytechnic vocational college. The contract worth almost UAH 23 million was won by a company that had already earned more than a billion hryvnias in public procurement and was involved in a case of embezzlement of budget funds.
