Mykolaiv planned to provide allowances to kindergarten teachers, but due to lack of funds, they were replaced by a salary increase. This decision affects more than 1800 employees of preschool and general education institutions.

The relevant decision was made at a meeting of the Standing Committee on Human Rights, Children, Family, Legality, and Transparency. of Mykolaiv City Council.

During the meeting, the issue of paying municipal allowances to pedagogical staff of preschool educational institutions was considered.

The commission received a letter from the Education Department of Mykolaiv City Council with copies of orders for December 2025. The documents contained a personal list of teachers who were to receive an allowance of UAH 5,200. This information was provided for control and to allow the deputies to familiarize themselves with the data on the assignment of payments in various educational institutions.

The head of the education department presented a calculation of the funds needed to pay the municipal allowance to teachers. The total amount required to pay the allowance to all kindergarten teachers was UAH 540,960. The calculation includes 1,826 teachers working in the city's preschools according to the staffing table.

However, the city budget does not currently have funds to pay the supplement. In addition, due to the Cabinet of Ministers' resolution to increase salaries by 40%, an additional UAH 149 million is needed to pay increased salaries to all teachers. Thus, the actual increase, which covers not only kindergarten teachers but also all teachers of general education institutions, will amount to about UAH 140 million.

The deputies clarified that the increase cannot be paid at this time due to lack of funding. After the discussion, the deputies voted in favor of the recommendation to take the information under advisement. The deputies plan to discuss the information on bonuses and salary increases at their next meeting to make a final decision.

Last year, Mykolaiv adopted amendments to the comprehensive program "Education" for 2025-2027. The purpose of the amendments is to ensure safe and proper conditions for the education and upbringing of children in the city's educational institutions. According to the decision, UAH 5.17 billion is planned to be spent on the operation of general secondary education institutions, including specialized sports classes, and preschools in 2025-2027.
