The object is included in the register of the nature reserve fund of the region, and its boundaries were approved by the city council in 2008. The territory is subject to restrictions related to its nature conservation status, so only activities aimed at preserving and maintaining the park'sfunctioning are allowed.

According to the project, it is planned to preserve the existing spatial structure of the park, improve the beach area, arrange bicycle paths, place fountains, decorative ponds, food facilities, lighting, video surveillance, and watering systems. It also provides for the creation of an accessible environment for people with limited mobility.

According to MikVisti, the architectural concept of the complex was developed by the Italian company One Works. The facilities are planned to be located on the lower embankment, on the left bank of the Ingul River, near the pedestrian bridge.

The complex will consist of two buildings: in the west, the Water Palace with a multipurpose hall, offices of the Mykolaiv Maritime Assembly, educational spaces and ticket sales points; in the east, the School of Young Seafarers with classrooms for 160 students. Both buildings will be connected by a suspended terrace. The total area of the complex is 2350 m². The estimated cost of the project is UAH 164.5 million.

DREAM was established and operates in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1286 of November 15, 2022. Since the beginning of the full-scale invasion of Russia, almost 3,000 infrastructure facilities have been damaged in the Mykolaiv region.

On February 25, 2022, the first energy facilities were damaged, and on February 26, the first residential facilities were damaged. In early March, on the 2nd, it was already gas/water/heat supply facilities.

Critical infrastructure facilities became the first target of the Russians since the beginning of the full-scale war. Developing a set of measures to protect such facilities is a priority for the authorities.

Mykolaiv region is among the top 3 regions participating in the eRestoration program.
